What does it say about this elegant port city that it created the nation's first "Livability Court" to enforce building and environmental codes? Nothing you wouldn't already know from the fact that Charleston also created the first protected historic district and perservation-oriented architectural review board. Along the battery, mansions surrounded by gardens face the harbor, their distinctive look resembling the Caribbean. Many of the early colonists were transplants from Barbados, and they built homes in the West Indian style, with high ceilings and broad piazzas to catch sea breezes. Amid this venerable splendor, Charleston is vital, cosmopolitan place to live today.
